This is a valid and coherent argumentation (from a military point of view).
However, the civil regulatory documents (and their terms & explications) produced by the following organisations should also be taken into account:
At International Level
– ICAO (International Civil Aviation Authorities)
– JARUS (Joint Authorities for Rulemaking on Unmanned Systems)
At Regional Level
– EASA (European Aviation Safety Agency)
At National Level
– National civil aviation authorities
These organisations officially define the terminology used in relevant civil policy & rulemaking documents. Currently, the terms UAS (unmanned aircraft system) and RPAS (remotely piloted aircraft system) are used in their documents.
Documents produced by recognized standards organisations (e.g.: AIAA/USA, ASD-STAN/European Union, ASTM/USA, EUROCAE/European Union, ISO/international, RCTA/USA, SAE/USA) should apply this same terminology.
